283/286 Sporting TWIN TURBOS very rare engine!!!!!

I have this rare 283 Engine sporting twin turbos, I was told that it could be a GM experimental Engine and possible one of the engines that were build for the CERV-1,,,,,,,,,, can some one help me identify this Engine please?? If you have any info or photos of the CERV-1 twin turbo engine I would really appreciate it...

Do you happen to know if the engine block is aluminum or magnesium? Was doing a bit of research on your question and discovered several postings about engines with some of the matching casting information that you provided.
